In this video, we will present Japan’s development experience in the Railway sector, titled “History and Lessons of Developing the Japanese Railway Network”. Japan is known for its safe, reliable and well-organized railway system. In most of the Tokyo metropolitan area, you can reach a station in 10 minutes on foot. The Japanese railway system has developed over the past 150 years overcoming various challenges. In this lecture, two questions will be discussed. The first question is, “How did Japan acquire railway technology?” Initially, Japan depended on foreign engineers. However, the Japanese Government at that time understood the importance of the human resource development of Japanese engineers for railway development. Through the training of young engineers, Japan has been able to produce, build, operate and maintain railways by itself. The second question is, “How did Japan establish the urban railway network in Tokyo and Osaka?”. In order to design and establish a well-organized railway system, Japan has created a Master Plan with a long-term perspective in collaboration with related stakeholders and academics, including civil engineers. It proposes not only railway plans but also new frameworks for financial resources and organizations for its realization. In order to make the railway system more attractive for passengers, Transit Oriented Development (TOD) and in-station business are also conducted in Japan.
