Instead of making long and expensive journeys to previously distant registration centers, Rwandans can now register births and deaths close to home. The country’s 2020 Births and Death Act set the stage for a national Civil Registration and Vital Statistics (CRVS) system that allows for civil registration to happen through officials who operate at the lowest administrative unit, the Cell level.
