Turning the Key: Unlocking Private Capital for NDC Action

Turning the Key: Unlocking Private Capital for NDC Action Development finance is increasingly constrained, and political will for climate action is being tested. New streams of climate finance are urgently needed to drive concerted action on NDCs at both the national and international levels. The UN Capital Development Fund (UNCDF) is taking bold steps to unlock private capital for locally led adaptation through its flagship climate programme, the Local Climate Adaptive Living Facility (LoCAL). With more than a decade of proven impact across over 30 countries—benefiting more than 18 million people—the LoCAL model is now being expanded to include a private sector finance window, LoCAL+, which will become operational on 1 January 2026.
