Held on 3–4 December 2025, the Forum brought together more than 270 representatives from law enforcement agencies and ministries across Europe and beyond to address human trafficking as an organised crime phenomenon and a serious security threat. Discussions highlighted the strong links between trafficking and other forms of organised crime, including money laundering, document fraud, migrant smuggling, corruption and the abuse of legal business structures.
Participants also examined emerging security challenges, such as the instrumentalisation of migration as a hybrid tactic and the illegal displacement and deportation of Ukrainian children, recognised as grave violations of international law and human rights. The Forum underlined the need for a coordinated European response, combining law enforcement, judicial cooperation, policy action and international partnerships to counter trafficking networks and better protect victims.
