Kick-Off Mutual Learning Program (MLP) for Enhanced Transparency Reporting on NDC Tracking (CTF-4)

In 2026, CBIT-GSP and the Ministry of the Environment of Japan will continue the MLP, focusing on NDC tracking, particularly improving countries’ ability to assess progress in implementing and achieving their NDCs through CTF Table 4. As countries submit their new NDC 3.0 with updated implementation periods, while continuing to track the implementation and progress of NDC 2.0 under the existing timeline, there is an increasing need to understand how to consistently and transparently reflect revised reference points, indicators, and targets. Previous BTR submissions highlighted gaps in understanding key concepts such as reference points, target values, and progress assessment methodologies. With BTR2 submissions due by the end of 2026, the programme will provide practical support to help countries avoid common reporting inconsistencies and improve the clarity and credibility of NDC tracking, including aspects related to cooperative approaches. The 2026 programme will involve Azerbaijan, Turkmenistan and Uzbekistan (Central Asian and Caucasian Network) and Moldova and Türkiye (Eurasian Network). Japan will play a crucial role both as a country participant and experience sharer. Japan will play a dual role as both a participant and an experience provider in both networks, sharing practical insights to support peer learning.
