This is a short excerpt from the CALP high level panel event on the 12 March 2026 at the The Humanitarian Networks and Partnerships Weeks (HNPW). Gemma Connell is Officer-in-Charge of OCHA’s Humanitarian Sector Division. She also serves as the Chief of the OCHA Strategic Prioritization and Practices Branch, where she oversees work related to humanitarian needs assessments, appeals and coordination. In this excerpt she outlined some of the barriers that continue to limit the scale-up of humanitarian cash assistance.
