Participation and representation of persons with disabilities in public and political life in Kenya

At the 87th Ordinary Session of the African Commission on Human and Peoples’ Rights (ACHPR), important concerns were raised regarding the participation and representation of persons with disabilities in public and political life in Kenya and across Africa. Hon. Solomon Ayele Dersso highlighted the declining representation of persons with disabilities — particularly women with disabilities — in county and national assemblies, stressing the need for stronger legal, institutional, and policy measures to guarantee inclusive participation under Article 13 of the African Charter on Human and Peoples’ Rights. The discussion also addressed: • Discrimination against persons with psychosocial and intellectual disabilities; • The harmful impact of discriminatory legal terminology; • Barriers to access to health services and education; • The need for inclusive social protection frameworks; • The operationalization of disability rights legislation; • The importance of accessible and inclusive governance systems.
