Over the past 25 years, development efforts have revealed both the promise and pitfalls of digital transformation. Digital Public Infrastructure (DPI) — core systems such as digital ID, payments, and data exchange — has become essential for governments seeking to deliver services more efficiently, transparently, and inclusively.
Yet many low- and middle-income countries continue to face major challenges in designing, financing, and scaling DPI in ways that are open, secure, and people-centered. These gaps limit the ability of digital tools to drive inclusive growth, build resilience, and improve service delivery.
