The impact of U.S. funding cuts on humanitarian response: Case studies from South Sudan and Mali
In this presentation, we present a comprehensive report produced by ALNAP examining the impacts of U.S. funding cuts on communities and humanitarian responses in South Sudan and Mali. The research, conducted in May and June 2025, explores how these cuts have affected trust in community engagement, increased reliance on harmful coping strategies, and exposed challenges in transitioning from international aid to locally led responses.
Key findings also highlight reprioritisation processes and the longer-term consequences for critical services such as healthcare and food security, as well as the systems used to monitor humanitarian impact. The presentation concludes with reflections from affected communities and outlines the significant risks posed by funding cuts, including preventable loss of life.
The report is presented by Margot Fortin, Head of Global Programmes, IMPACT Initiatives.
