In 2025, humanitarian funding saw a second consecutive year of unprecedented decline, leaving millions without assistance. The 2026 Global Humanitarian Assistance (GHA) report is the world-leading independent annual assessment of the international humanitarian financing. It provides critical evidence on current funding trends, offering data and analysis to help donors and the wider system navigate one of the most challenging periods in its history. With just over one third of humanitarian requirements met in 2025, decisions about who and what to prioritise are becoming sharper and more contested. The system is now witnessing the hard wiring of prioritisation and exclusion into business as usual. In today’s changing donor landscape, the report’s findings challenge key players to create the vision and leadership needed to improve funding responses and revive crucial reforms.
