When crises compound — the gap between the system we designed and the response we delivered

Thsis ession, held as an invitation-only discussion for SPIAC-B working group members and selected practitioners, used the World Bank’s real-time tracker of social protection responses to the global energy price shock as a starting point. The tracker, which has documented more than 200 policy responses across over 100 countries, highlights that governments tend to rely primarily on subsidies and price controls during crises, while social protection responses are often limited and ad hoc. The analytical work is the entry point and participants are invited to push back on it, challenge simplifications, and say where it holds and where it fails. The premise is to provide a space where serious analytical work gets tested against operational reality, by people who know both.
