In Malawi, early childhood development (ECD) programs once faced years of low budget allocations and limited government spending. Through the Collaborative Advocacy for Open Budgets (COAB) initiative of the International Budget Partnership, civil society organizations came together to analyze and track ECD funding, revealing key gaps and advocating for change. Their evidence-based engagement with Parliament, the Ministry of Finance, and other government institutions led to a significant turnaround — increasing allocations from 800 million to over 1.5 billion Malawian kwacha within two years.
