🇲🇼 In a nation where children make up half the population, discover how civil society organizations in Malawi are transforming budgets to serve their youngest citizens. 💪 Meet Henry Machemba of the NGO Coalition on Child Rights (NGO-CCR), who is leading a powerful movement to ensure every Malawian kwacha spent truly counts for children's welfare and development. 📊 This inspiring story showcases how data-driven budget advocacy is giving new power to child rights organizations across Malawi, enabling them to track government spending, influence budget allocations, and hold officials accountable for children's futures. While Malawi has progressive legal frameworks for budget transparency, implementation remains challenging—budget documents are often unavailable to citizens, and meaningful participation opportunities, especially at the local level, remain limited. 💡 In 2020, NGO-CCR began collaborating with IBP through the Collaborating for Open and Accountable Budgets (COAB) initiative, funded by the European Union. Through comprehensive training in budget tracking, analysis, and advocacy, these organizations transformed from sidelined observers into recognized technical partners. One of the coalition's biggest victories came in early childhood development (ECD). By analyzing five years of budget data, they uncovered declining allocations and spending gaps. "The trends showed a decline in terms of how much government was spending and allocating to the sub-sector. We also noted that some allocations were made but the actual spending was not done during implementation," Henry explains. Armed with this evidence, the coalition engaged Parliament, the Treasury, and relevant ministries—and their advocacy worked. 🎉 In just two years, government allocations to ECD nearly doubled, surging from 800 million to over 1.5 billion Malawian kwacha. 🌍 Beyond the numbers, what Henry and his colleagues achieved is a fundamental shift in mindset. Government institutions are now more open to dialogue, acknowledging civil society organizations as essential partners. "We have the government to say: we are ready to be supported, held accountable, and to engage further with all actors around fiscal openness," Henry shares. Through IBP's COAB initiative, child rights advocates have proven that data-driven, collective action can shift government priorities and unlock real investments for the next generation.
