Exposure is often treated as the endpoint of anti-corruption work. In reality, it is only the first step. Revealing abuse creates public awareness, but awareness alone does not produce accountability. Without credible investigations, independent prosecutors, and enforceable consequences, exposure can stall — or worse, increase risk for those who spoke up. Corruption survives not because it is unseen, but because follow-through fails.
