The report explains why efforts by beef and leather companies to clean up their supply chains have been inadequate, and why their promises to do better remain unconvincing. What could make a real difference is a national traceability and monitoring mechanism — something the Brazilian government could implement relatively quickly with data tools it already has. Whether the Lula administration and industry leaders are willing to do so should be a critical question ahead of COP30.
