Ukraine’s waste management sector is entering a decisive phase of reform in the context of EU integration, post-war recovery, and growing pressure to move away from outdated disposal practices towards modern, inclusive and financially sustainable systems. The case of the Lviv agglomeration is especially relevant in this regard: it illustrates both the costs of delayed and fragmented decision-making and the opportunities created by stronger planning, inter-municipal cooperation, targeted investment, and better alignment with EU standards.
