FRLD at COP30: Launches the call for funding requests

On the first day of the 30th United Nations Climate Change Conference (COP30), the Fund for responding to Loss and Damage (FRLD) launched its first call for funding requests under the Barbados Implementation Modalities (BIM). This call, open from 15 December 2025 to 15 June 2026, means that developing countries can submit funding requests ranging from USD 5 million to USD 20 million to support bottom-up, country-led and country-owned approaches that promote and strengthen national responses to loss and damage. This launch under the BIM – the Fund’s pilot phase – sent an important signal that the FRLD is now operational. The event acknowledged the behind-the-scenes effort that led to the call. It also provided details of the funding cycle, funding criteria and access modalities for the BIM, and of the process through which countries can access the funding from the FRLD. The BIM, which has an initial allocation of USD 250 million for responding to climate-related loss and damage, was established at the FRLD’s fifth Board meeting in Barbados. At its seventh meeting, in October 2025, the Board agreed to launch this call for funding requests. Lessons learned from this pilot phase will inform the Fund’s long-term interventions.
