Some IHL violations happen in plain sight. Others happen in the shadows - in jail cells, detention centres and interrogation rooms, far from public scrutiny. Despite states’ obligation to allow ICRC visits in international armed conflicts, including occupation, access is denied or severely restricted in far too many instances today - a dangerous erosion of norms that risks harming not only people behind bars today, but also tomorrow. At the UN Security Council during Protection of Civilians Week, ICRC President Mirjana Spoljaric drew attention to the extreme vulnerability of people deprived of liberty.
