24,000 casualties a year. That was the reality before the Anti-Personnel Mine Ban Convention. By 2024, we cut that number by more than three quarters—but the tide is turning. With militaries once again reaching for these weapons with indiscriminate effects, the cost will be paid by civilians for the next century.
