Another energy crisis. The same question. Do you bring in an energy price guarantee for everyone or do you expand targeted payments like cold weather and winter fuel support? Nesta's Madeleine Gabriel says the answer depends on the size of the shock. If prices spike badly enough, a blanket guarantee may be unavoidable. But the difficulty with targeted support is that the current benefit system cannot easily identify the people who need it most. Households just above the benefit threshold, but with high energy bills, can easily fall through the cracks.
