In this clip from the Policy Fix, Jill Rutter from the Institute for Government delivers one of the sharpest observations in the episode. Through the furlough scheme, the UK state effectively guaranteed the income of the entire workforce and, in doing so, de facto nationalised every coffee shop in the country through the back door.
