Unpacking the Belém GAP: A new chapter for gender and climate change

Presentation from Wiebke Bender and Gabriela Pimentel from the UN Climate Change Gender team, discussing the details of the Belém Gender Action Plan adopted at COP30, at a Gender + Environment Data Alliance meeting on March 3, 2026. The GAP operationalizes the enhanced Lima work programme on gender and is structured similarly to the previous GAP, with 5 priority areas: a) capacity-building, knowledge management, and communication; b) gender balance, participation, and women's leadership; c) coherence; d) gender-responsive implementation and means of implementation; and e) monitoring and reporting. The Belém GAP sets out 27 activities and 98 deliverables to drive concrete action at every level.
