In this episode of RAP Unplugged, we sit down with Sem Oxenaar, associate with RAP’s Europe programme, to explore his work on energy and buildings policy to support heat decarbonisation and energy efficiency. Sem, who joined RAP in 2022, discusses the organization's unique cross-sectoral approach to policy innovation — drawing on insights from heat, power, mobility, and global regions to inform EU energy decisions.
