How do energy regulators plan infrastructure and markets that extend beyond their jurisdictional borders? This first Regulatory Field Trip explores how different regions have approached interregional planning and market integration, and what lessons regulators can draw from those experiences. In this session, experts from the United States and Europe share practical insights on how coordination across jurisdictions has evolved over time, the institutional and governance challenges involved, and how cooperation can emerge even across diverse political and regulatory environments. Speakers Carl Linvill – Principal, Regulatory Assistance Project Former utility regulator with extensive experience in electricity market oversight. Carl works with regulators on electricity market design, transmission planning and regional coordination, with a particular focus on the evolution of regional markets in the Western United States. Zsuzsanna Pató – Principal, Regulatory Assistance Project Energy economist specialising in European electricity markets. Zsuzsanna works with regulators and policymakers on wholesale market design, cross-border electricity trade, and the integration of national power systems across Europe.
