English: Beyond Net Metering: Reforming Compensation for DERs in Brazil (Part 2), 7 May 2026
Energy policy matters. A prime example is Brazil’s distributed generation framework, which fueled the nation’s ascension to a global leader in distributed solar.
As energy resources and grids evolve, however, so must the policy frameworks. Regulations in Brazil will phase out full-retail net metering in 2045 with new regulation already by 2029. These impending changes give rise to an important question: How to transition to a compensation model that is equitable, more efficient and aligned with the actual value of distributed energy resources?
On 7 May 2026, the Brazilian Electricity Regulatory Agency (ANEEL), the Regulatory Assistance Project (RAP) and the Regulatory Energy Transition Accelerator (RETA) gathered leading international experts for a strategic dialogue on the future of Brazil’s DER compensation framework. This was the second session of a two-part webinar series.
In this session, we shared insights about
-- Brazil’s regulatory context, the reform drivers and open regulatory questions relevant to the European case studies
-- Brazil's pathways for transitioning to a value-based approach to compensating distributed energy resources
International case studies from Portugal and Poland: rationale for reform, reform design, implementation, phasing, outcomes and lessons relevant for Brazil
We were delighted to welcome the following speakers, panelists and moderators:
Diego Luís Brancher (ANEEL)
Flávia Lis Pederneiras (ANEEL)
Esra Bozkir Broekman (IEA)
José Bigares (ESRE, Portugal)
Andrzej Strzałkowski (Ministry of Climate and Environment, Poland)
Richard Hochstetler (Instituto Acende Brasil)
Guilherme Dantas (Essenz Soluções)
Helder Sousa (TR Soluções)
Alejandro Hernández (RAP)
Luiz Gustavo Silva de Oliveira (RAP)
We hope you will enjoy this constructive, forward‑looking discussion intended to help shape Brazil’s next chapter in distributed energy resource regulation.
The webinar was simulcast in English and Portuguese.
