English: Beyond Net Metering: Reforming Compensation for DERs in Brazil (Part 1)
Energy policy matters. A prime example is Brazil’s distributed generation framework, which fueled the nation’s ascension to a global leader in distributed solar.
As energy resources and grids evolve, however, so must the policy frameworks. Regulations in Brazil will phase out full-retail net metering in 2045, with new regulations already taking effect by 2029. These impending changes give rise to an important question: How to transition to a compensation model that is equitable, more efficient and aligned with the actual value of distributed energy resources?
On 30 April, the Regulatory Assistance Project (RAP), the Regulatory Energy Transition Accelerator (RETA) and the Brazilian Electricity Regulatory Agency (ANEEL) gathered leading international experts for a strategic dialogue on the future of Brazil’s DER compensation framework. This was the first of a two-part webinar series.
In this first session, we shared insights about
-- Brazil’s regulatory context, the reform drivers and open regulatory questions.
-- International case studies from Australia, New York and California that unpack the rationale for reform, reform design, implementation, phasing, outcomes and lessons relevant for Brazil.
We were delighted to welcome the following speakers, panelists and moderators:
Carlos Marcel Ferreira da Silva, ANEEL
Carlos Mattar, ANEEL
Caroline Chantre Ramos, EPE
Lindemberg Reis, ABRADEE
Grace Henry, IEA
