The book "Small Places, Big Money" responds to a paradox: Offshore Financial Centres are conventionally argued to have attracted huge amounts of non-residents' money by providing secrecy. Over 25 years of multilateral transparency reforms have greatly eroded this secrecy, however, and yet there is now at least as much money offshore as before; why is big money still in small places?
