What Should Come After New START?

The New START Treaty expired on February 5th, 2026, and it's not clear what will come next for arms control between the United States and Russia. As part of the Arms Control Knowledge Transfer Initiative (ACKTI), the CSIS Project on Nuclear issues spoke with Rose Gottemoeller, who was the chief U.S. negotiator for New START, in September of 2025. She gave her perspective on what could follow New START, what might stay the same, and what should change to fit the needs of today.
