The FAR and Beyond: A New Era in Government Acquisition | All About the Base

This episode of All About the Base, a video series analyzing critical industrial base topics, explores the significance of the ongoing Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) and government-wide procurement reforms for the industrial base. Spanning over 2,000 printed pages and governing U.S. federal procurement contracts worth roughly $750 billion annually, the FAR is one of the most consequential, and complex, regulatory frameworks in the world. To streamline how government agencies buy from and contract with the private sector, the current administration has taken at least 59 executive actions targeting the federal acquisition framework. Host Dr. Jerry McGinn, Director of the Center for the Industrial Base, discusses these changes with Mr. Jeffrey Koses, Senior Procurement Executive for the U.S. General Services Administration (GSA) and a panelist in a recent CSIS event on the subject. They unpack the most urgent efforts to enhance efficiency within the federal procurement system, including the drafting of new FAR rules, the consolidation of procurement responsibility under GSA, and efforts to promote cross-government use of commercial purchasing methods. By increasing speed, eliminating barriers, and removing duplication in federal government contracting, the FAR revisions seek to assist federal agencies in leveraging commercial solutions for the nation’s industrial base and national security challenges.
