Technology and hybrid threats

This session explored how technology is transforming grey-zone and below-the-threshold operations, making them harder to attribute and increasingly difficult for democracies to counter. It examined the use of tactics such as subsea cable-cutting, cyberattacks, sabotage, disinformation and supply chain disruption, and highlighted the need for faster, more coordinated responses from rule-abiding nations. Speakers included: Dr Yuh-Jye Lee, Senior Advisor, National Security Council, Taiwan; Henry Collis, Director at the Centre for Information Resilience, and Liina Areng, Director at EU CyberNet and President of the Latin America and Caribbean Cyber Competence Centre. The session was moderated by Jamil Anderlini, Regional Director of POLITICO Europe.
