This session explored how technology is transforming grey-zone and below-the-threshold operations, making them harder to attribute and increasingly difficult for democracies to counter. It examined the use of tactics such as subsea cable-cutting, cyberattacks, sabotage, disinformation and supply chain disruption, and highlighted the need for faster, more coordinated responses from rule-abiding nations. Speakers included: Dr Yuh-Jye Lee, Senior Advisor, National Security Council, Taiwan; Henry Collis, Director at the Centre for Information Resilience, and Liina Areng, Director at EU CyberNet and President of the Latin America and Caribbean Cyber Competence Centre.
