We welcome you to the plenaries of the Co-CREATE Forum on Solar ‎Radiation Modification Research ‎Governance, livestreamed on 27–29 May 2026 from Brussels, Belgium‎.‎ Disclaimer: We ask everyone to be aware of the conference’s ‎ ‎ code of conduct, noting that anyone not ‎complying with these principles will be expelled from the livestream.‎ Session Description: ‎ This opening plenary explores different perspectives and motivations for SRM research governance in ‎Europe, why it matters, and what pathways can be taken to ensure research is done responsibly. The session ‎is not intended to be a debate; instead, it outlines the landscape of views, concerns, and aspirations, ‎acknowledging differences as a genuine and valuable feature that deserves exploration. It serves as a ‎thought-provoking opener and motivator for the thematic roundtables that follow. Speakers are encouraged ‎to connect their remarks to the range of topics covered in the day’s breakout sessions (scientific and ‎technical conditions, legal/ethical frameworks, risk/scenarios/analogues, societal perspectives, geopolitics, ‎etc.). Co-CREATE brings together a consortium of European ‎institutions. Over three years, we are working ‎with policymakers, research funders, ethics committees, and ‎stakeholders worldwide to develop principles, ‎guidelines, and decision-support frameworks for responsible ‎SRM research governance. The Forum aims to ‎inform the project’s work, contributing to an integrated set of ‎principles, guidelines, and decision-support ‎frameworks for policymakers, funders, and ethics bodies.
