BBNJ PrepCom 3 has concluded in New York and the work ahead is clear

🌊 After an intense final few days, the Preparatory Commission adopted its final report by consensus. But consensus does not mean without reservations, and the closing plenary made clear that significant differences remain. But what could have become a difficult unravelling was navigated with skill and leadership by the Co-Chairs. 🙌 👉On the substance: the agreement to develop a prototype for the Clearing-House Mechanism is a meaningful step forward enabling information-sharing and transparency obligations the Agreement requires. One area of concern remains unresolved: the issue of observer participation, which risks introducing uncertainty into the Agreement's work. A challenge that will need to be fully addressed at the first Conference of the Parties (COP1). The intersessional period ahead must now focus on making this treaty operational and ready for implementation. The groundwork has been laid. Delivering on the 30x30 target, protecting at least 30% of the ocean by 2030, will depend on rapid and effective implementation of the High Seas Treaty. All eyes now turn to January 2027 and to COP1 — the moment when commitment on paper must translate into decisive action for the high seas.
