UPU Regional Development Plan: Latin America
How can postal networks in Latin America evolve alongside the region’s changing economies and societies?
In this video, Nicolas Bilhoto, UPU Regional Coordinator for Latin America and the Caribbean, discusses the main challenges and opportunities shaping postal development in Latin America — from infrastructure, connectivity, digital capacity and institutional alignment to the growing role of the postal sector in supporting e-commerce, financial inclusion and access to public services, especially for underserved communities.
The Regional Development Plan aims to strengthen the postal sector’s role as a key logistical partner of the State. It focuses on reinforcing regional cooperation, working more closely with multilateral organizations, development banks and other strategic partners, and increasing UPU’s presence on the ground to better support member countries.
With a strong emphasis on resilience, digital transformation and inclusion, the plan seeks to help postal networks sustain public policies, facilitate trade and reach people more effectively across Latin America.
