SUBARNA Project: driving evidence-based disaster response through Joint Needs Assessments (JNA)
Since 2017, the Supporting Bangladesh Rapid Needs Assessment (SUBARNA) project has hosted Bangladesh’s Needs Assessment Working Group (NAWG) under the Humanitarian Coordination Task Team (HCTT), ensuring evidence-based humanitarian decision-making in Bangladesh through Joint Needs Assessments (JNAs).
Led by the Department of Disaster Management (DDM) and facilitated by CARE Bangladesh, JNA operates under HCTT’s supervision, co-chaired by the Ministry of Disaster Management and Relief (MoDMR) and the UN Resident Coordinator (UNRC), ensuring broad stakeholder participation.
With 20 JNAs conducted on cyclones, floods, and fires, these assessments have informed 10 Humanitarian Response Plans (HRPs), securing $371.7 million in funding and reaching 7.7 million people (40% of the target population). Additionally, MoDMR uses these reports for Sendai Framework reporting.
NAWG, a dynamic network of 150+ organizations, has expanded with regional hubs to strengthen local capacity. Its assessments guide response efforts, empower communities, and support preparedness, early action, and recovery, fostering resilience in disaster-affected communities across Bangladesh.
