Children’s rights: why free education must go beyond primary school

On 26 June 2026, Samuel Housman Buggie Saffa, Chair rapporteur of the Open-ended intergovernmental working group on an optional protocol to the Convention on the Rights of the Child, addressed the Human Rights Council at its 62nd session in Geneva. Mr. Saffa reported on efforts to strengthen children’s rights through a possible new optional protocol on the right to education. The statement highlighted gaps in international law, particularly regarding free pre-primary and secondary education, and stressed the importance of free, inclusive, and quality education for every child. It also reflected the voices of children from around the world, who called for an end to school fees, hidden costs, discrimination, disability-related barriers, poverty and conflict-related obstacles. The report underlined the need for stronger legal protections, sustainable education financing, child participation and international cooperation to turn global commitments into real access to education. #HRC62
