The ASEAN Minerals Development Vision (AMDV)

The ASEAN Minerals Development Vision (AMDV) was officially adopted at the 10th ASEAN Ministers Meeting on Minerals (AMMin) on 2 October 2025 in Vientiane, Lao PDR, marking a significant milestone in ASEAN’s minerals cooperation. The AMDV sets out a long-term strategic vision to 2045, envisioning ASEAN as a leading destination for minerals investment, including critical minerals, while ensuring sustainable, responsible, and inclusive minerals development across the region. The Vision will be progressively realised by all ASEAN Member States through strengthened production and trade, supported by technological advancement, sound governance, and high standards of sustainability. It emphasises environmental protection, community empowerment, and responsible resource management, while ensuring that minerals development contributes meaningfully to ASEAN’s economic growth and long-term resilience. The adoption of the AMDV provides a clear strategic direction to guide ASEAN’s minerals policies and cooperation beyond 2025, and serves as the foundation for successive five-year Action Plans, including the ASEAN Minerals Cooperation Action Plan (AMCAP-IV) 2026–2030.
