The Beginning of the Road: Defining and Measuring Localisation Impact for Communities
The humanitarian sector has made significant progress in developing frameworks and tools to measure the process of localisation. However, a critical gap remains: How can we ensure that localisation practices are creating meaningful impact for communities?
As part of the Power, People and Local Leadership stream of Humanitarian Horizons 2021–24, HAG, GLOW Consultants (Private) Limited, inSights, the Pujiono Centre Jakarta, Colab, and Pacific Islands Association of Non Govenmental Organisation (PIANGO). worked together to address this gap.
Over the past three years, the research team focused on defining and measuring the changes that occur at the community level due to localised practices. We tested our model and approach by partnering with organisations delivering humanitarian programs in Pakistan, Bangladesh, and the Philippines.
Our localisation impact framework offers detailed guidance and practical tools to help key partners implement impactful change. Each impact area is supported with examples to guide your next steps.
