π·πΊ Russia in the Global Torture Index
Torture is widespread and systematic in the Russian Federation, routinely perpetrated by law enforcement, penitentiary authorities and the Federal Security Service (FSB). For 2025, the Global Torture Index classifies the country as facing a very high risk of torture and ill-treatment, based on data collected in 2023 and 2024. Particularly concerning is the pervasive use of torture in detention facilities, often through methods such as prolonged solitary confinement, sexual violence, physical abuse and psychological intimidation. Russia has institutionalised a state-driven system of human rights violations through newly enacted or amended laws that serve to repress civil society, silence dissent, and eliminate political opposition.
The Global Torture Index 2025 is the first analysis designed to assess the risk of torture and ill-treatment across 26 countries worldwide. This 2025 factsheet for the Russian Federation includes an analysis of the countryβs overall performance, a breakdown by thematic pillars and key recommendations for driving meaningful change in the fight against torture and the promotion of human rights.
