Effective digital transformation requires more than just technology — it needs structured, proven methodological frameworks that drive real impact, such as Digital Public Infrastructure (DPI). Taavi Toomere, the head of Data Exchange Products at Cybernetica, focused on the technical side of GovStack, specifically the data exchange layer. The data exchange layer is one of GovStack's core elements, providing a secure and efficient backbone for data exchange across government systems. A strong data exchange infrastructure is essential for scalability and collaboration across different systems within the GovStack ecosystem. This GovStack session took place and was filmed during the e-Governance Conference 2025 in Tallinn, Estonia. Through examples and interactive discussion, workshop participants explored GovStack’s modular, interoperable Building Blocks such as Information Mediator, drive service design, data-driven decision-making, and long-term sustainability.
