One of the underlying assumptions of strategic purchasing for health services is that the health facility has the necessary room for maneuver to respond to incentives issued by the purchasing agency.
While in many African countries, health facilities, including health centers, have been given such space through direct resources received from users, progress has been slower with public funding. Yet, the financial autonomy of health facilities is key to progress towards Universal Health Coverage.
In this webinar, we will review the arguments for and against greater financial autonomy of primary care facilities, obstacles to the appropriate public finance reforms and possible ways to overcome those obstacles.
