#WHA78 High Level Event organized by the French Mission & MPP in Geneva - 19 May 2025

This event titled "Building Resilience: Local and Regional Approaches to Pandemic Preparedness and Health Security" was organized by the Permanent Mission of France to the United Nations Office at Geneva, in collaboration with the Medicines Patent Pool and with the support of the World Health Organization, on the margins of the 78th World Health Assembly on 19 May 2025. This event convened global health leaders, funders, civil society, industry, and WHO Member States to share experiences and explore concrete solutions to improve local and regional preparedness. It will particularly highlight the importance of technology transfer, voluntary licensing, and sustainable manufacturing capacities in low- and middle-income countries, including through the mRNA Technology Transfer Programme. www.mrnaProgramme.org Ministers were invited invited to share perspectives on: • Strategies for integrating regional preferences in national procurement frameworks; • Strengthening regulatory systems and enabling environments for local production; • National efforts to leverage technology transfer for pandemic preparedness and access to innovation. The event also featured advances in mRNA and monoclonal antibody technologies, a panel with global health institutions and manufacturers, and a moderated discussion on practical enablers of sustainability, such as pooled procurement, domestic financing, and regional R&D ecosystems. This high level event was a powerful signal of political leadership and commitment to equitable access to health technologies and global solidarity.
