2023 was the warmest year on record. Extreme heat affected many parts of the world, with temperatures reaching almost 50°C in cities on both sides of the Mediterranean, in China or in Brazil. Heatwaves are on the rise globally, getting both hotter and longer due to climate change. Cities are on the frontlines to prevent, prepare and manage the impact of heatwaves, including through action plans. These plans must be comprehensive and look at concrete measures to beat the heat and protect their residents. Among those, the issue of heat risk perception is fundamental to ensure adherence of people to the measures taken at local level. In addition to that, cities must reflect upon an issue that receives less visibility but is nonetheless crucial: how to ensure that heat waves do not deepen socio-economic inequalities?
