Ukraine's Affordable Medicines Program: Reimbursement Forum 2025
Ukraine’s Affordable Medicines Program is expanding—and saving lives.
Despite the challenges of war, the Ministry of Health of Ukraine and the National Health Service of Ukraine (NHSU) continue to strengthen access to essential treatments through the Affordable Medicines Program—a government-funded reimbursement system for vital prescription drugs.
Since 2017, USAID’s Safe, Affordable, and Effective Medicines for Ukrainians (SAFEMed) activity, implemented by Management Sciences for Health, has partnered with the Government of Ukraine to strengthen pharmaceutical systems, improve access to essential medicines, and drive health system reforms.
Watch a video showcased at the Reimbursement 2025 Forum, held on May 15, 2025 in Kyiv and supported by USAID’s SAFEMed Activity, where key milestones were announced:
✅ Coverage now includes 600+ medicines across 18 disease categories, including cancer, cardiovascular disease, thyroid conditions, and mental health.
✅ Over 1.6 million patients have already benefited in 2025 alone.
✅ A record 6 billion UAH (approx. $150M) has been allocated to support broad, uninterrupted access.
🚌 Where pharmacies are scarce, mobile pharmacies and Ukrposhta (the national postal service) deliver medicines directly to patients—including in rural and frontline areas.
