The EESC opinion examines the Cultural Compass for Europe and supports it as a timely cross-cutting strategy to promote Europe’s culture and values, while ensuring a dynamic cultural sector.
The opinion stresses the role of culture in strengthening democracy, countering populist and authoritarian narratives, supporting social cohesion, preparedness and sustainable development.
The EESC calls for:
• Strong and targeted implementation based on a clear action plan and long-term political continuity
• Synergies between the Cultural Compass and initiatives such as the European Democracy Shield
• A specific AI strategy for the cultural and creative sectors
• Substantial cross-cutting financial support under the next Multiannual Financial Framework, including 2% of the EU budget for culture
• Early and systematic involvement of cultural and non-cultural stakeholders
• Better integration of social economy actors and grassroots cultural initiatives into public policies
• Fair working conditions and stronger social protection through an EU Charter for Artists
• Stronger links with EU programmes such as Erasmus+ and cohesion policy
The opinion also highlights the cultural and creative sectors as a strategic economic ecosystem, including gaming, cinema, music and fashion, and calls for better access to finance for SMEs through European Investment Bank and European Investment Fund instruments.
The EESC also stresses the international dimension of culture and calls for it to be fully included in the joint declaration, alongside a comprehensive action plan based on the EU strategy for international cultural relations.
