Abstract Following the success of mRNA COVID-19 vaccines, in 2021 the World Health Organization (WHO) and the Medicines Patent Pool (MPP) launched the mRNA Technology Transfer Programme to: expand equitable access to mRNA technologies by building technical capabilities across a network of low- and middle- income country (LMIC) manufacturers; and lay the foundation for global pandemic preparedness. Phase 1 of the mRNA Programme has focused on technology platform development, technology transfer to 15 Manufacturers in LMICs, training, and platform implementation, laying down the foundation for local development and manufacturing. The Programme in 2026 is now entering its second phase, Phase 2.0, which aims to build on the established foundation of Phase 1.0 and focus on supporting sustainable, commercially viable GMP-grade mRNA production capacity and associated pandemic response capability. By 2030, the goal is to achieve sustainable mRNA vaccine production in at least ten countries, with an estimated pandemic response capacity of nearly 1.9 billion doses across the network. Ultimately, this momentum is intended to enable a gradual phase-out of the Programme, in favor of a fully autonomous and resilient ecosystem.
