Quantum technologies will make a significant impact on the defence and security sector in the near future, particularly in terms of sensing, communications and computing, explains Dongyoun Cho, Senior Fellow for Advanced Technologies, National Security and Defence. However, the emergence of these technologies poses significant issues for policymakers, particularly because governance measures cannot keep pace with the emergence of new technologies. These issues include structural questions such as export controls and frameworks, and how technologies with both civilian and military applications should be handled.
