Ukraine’s Democracy Under Fire: Democratic Resilience during War | DRI

DRI’s annual Democracy During Wartime report assesses how Ukraine’s democratic institutions are performing under wartime conditions. The 2025 edition examines key developments, including shifts in the balance of power, parliamentary oversight, and the crisis surrounding the attempted dismantling of anti-corruption institutions. Produced jointly with the Ukrainian Centre of Policy and Legal Reform and the Reanimation Package of Reforms coalition, the latest edition draws on an updated methodology and input from more than 60 Ukrainian experts, including through eight thematic roundtables with government, parliament, the judiciary, and civil society. This is the launch of that assessment, where we explore how Ukraine's democratic institutions are holding up under prolonged wartime conditions and where the main risks to checks and balances lie; what the 2025 anti-corruption crisis revealed about the resilience and vulnerability of accountability institutions; and how the EU can approach its support to Ukraine in a way that reinforces both security and democratic standards. --- Democracy Reporting International (DRI) is a non-governmental, independent organisation analysing democratic developments and advising on constitutional and electoral frameworks quickly and flexibly.
