Energy builds markets and livelihoods in Rwanda’s refugee camps

Implemented from 2023 to 2025 across Rwanda’s five refugee camps, the Results-Based Financing for Refugees (RBF4R) project expanded access to clean cooking solutions and productive use of renewable energy for vulnerable households and women-led businesses. Funded by Energising Development (ENDEV) through GIZ and delivered by Practical Action, the project introduced a Results-Based Financing model that incentivised private suppliers based on verified sales to highly vulnerable refugee households. Through this approach, households accessed higher-tier clean cookstoves that improve efficiency and reduce smoke exposure, while 91 women entrepreneurs received energy appliances, matching grants and business mentoring to grow their businesses. RBF4R demonstrates that market-based clean energy solutions can strengthen livelihoods and build more sustainable energy systems in humanitarian settings.
