“The Trump administration Justice Department in cases before the Court of International Trade said, ‘We promise if these IEEPA duties are deemed to be illegal, we will allow re liquidations. We will not object to re-liquidations and we will pay refunds.’ So the Trump administration is on record in court pledging to the judges of the Court of International Trade that they would allow these re-liquidations and that they would be paying refunds. So I think legally it is very straightforward and there’s no ambiguity.
