Why controls on semiconductor tool maintenance matter for global security
“Only ASML can do it. Nobody can operate or run these [lithography] tools without ASML,” says CFR China and emerging technologies expert Chris McGuire, as he testifies before the House Foreign Affairs Committee.
McGuire discusses the maintenance requirements of advanced semiconductor manufacturing equipment, highlighting lithography tools and their specialized servicing that only ASML can provide. Without on-site support, he claims that those tools would degrade and that China cannot independently service them. McGuire concludes that although the United States restricts its companies from providing such support at advanced Chinese fabs, the Netherlands has not imposed equivalent restrictions on ASML, creating a gap in current policy.
